Provide facilitation and strategic planning support for PNGC’s Board of Directors  

Independent consultant for the Western Power Pool (WPP) since August 2019.  I have provided project management and facilitation consulting services in support of regional transmission and power generation initiatives, organizational design and restructuring support, Board facilitation, and SharePoint implementation.  WPP provides services to major generating utilities serving the Northwestern U.S., British Columbia and Alberta to achieve the benefits of coordinated operations. 

Developing and writing grant templates for Electric Vehicle Supply Equipment installation proposals

Provide business development, strategic planning and fundraising consulting services in support of the company’s activities to develop onshore and offshore charging solutions for the electric marine industry.  

Provided strategy, program management, and facilitation consulting services for AWHI, a collaborative, market transformation effort of over 50 organizations working to catalyze a rapid transition to high-efficiency, grid-connected Heat Pump Water Heaters (HPWH)  

PGE is a fully integrated energy company based in Portland, Oregon that provides safe, reliable, and affordable energy to its customers.  Jessica has led several projects for PGE, most recently:

• Led organizational restructuring for PGE to support strategic changes to its power, transmission and distribution businesses.   This work resulted in succession planning decisions for key PGE senior personnel and provided the necessary infrastructure and role realignment to enable PGE to begin implementing its corporate strategy goals and objectives.   

• Partnered with the Project Manager, PGE stakeholder engagement manager, and other PGE staff to drive workforce planning, stakeholder engagement, and business case development for the planning, design, and ultimately construction of a new PGE Integrated Operations Center (IOC). Jessica's role included partnering with 30+ impacted functions moving to the new operations center and HR to identify business requirements, functional space and personnel needs for the IOC. She partnered closely with PGE’s stakeholder engagement manager to develop a stakeholder strategy and approach, conduct stakeholder meetings, and coordinate stakeholder engagement activities on behalf of the architect/engineering firm and technical consultant hired to perform process workflow design.

Bonneville Power Administration (BPA) is a federal power marketing agency for power from all of the federally owned hydroelectric projects in the Pacific Northwest.  Jessica has led multiple projects for BPA, including:

• Facilitator and research coordinator for initiatives related to distributed energy generation and energy storage.   Authored multiple white papers on various energy topics, including distributed energy resources participation in wholesale electricity markets, pumped storage hydro, energy storage, electric vehicles, and irrigation demand response.

•  Led internal and external stakeholder engagement efforts in support of BPA’s evaluation of whether to participate in a Northwest energy imbalance market. This included developing strategies, approaches, and execution of stakeholder engagement with BPA’s public power and investor owned utility stakeholders. 

• Managed team of power and transmission managers to develop a strategic assessment of BPA's operations.   Included interviewing 40+ managers to identify regional policy, operations, and internal and external initiatives and conducting analysis to identify potential business impact to BPA.  Work resulted in three day executive retreat to develop BPA short-term and long-term strategy.

• Led team of transmission policy, engineer, and compliance subject matter experts to develop and implement multi-year program to optimize transmission inventory management through improved systems, processes, and technology. 

Facilitated and served as project manager for a group of 15 investor and  consumer-owned utilities to guide their effort to form a new transmission regional planning organization in the Pacific Northwest.  The project involved merging two separate associations (ColumbiaGrid and NTTG) and is currently in the process of being set up as a new organization called NorthernGrid.  

Jessica worked as a management consultant for North Highland Worldwide Consulting for 8 years.  She was selected by North Highland's executive team to build and co-lead an internal community of more than 100 energy and utility industry consultants, with designated leadership of thought leadership, knowledge management, and market eminence.  This included supporting North Highland market growth for energy and utility clients and providing external representation in regional energy associations, including the Western Energy Institute.  

Led solar site acquisition and project development in California, Colorado, Nevada, New Mexico, and Oregon. Secured 800 MW of photovoltaic (PV) and solar thermal project sites  Led start-to-finish development of San Luis Solar Farm, a 30 MW operational PV facility in Colorado.
